Advancing the Low-Altitude Economy — CRSC and China AOPA Hold Talks

On June 3, 2024, Lou Qiliang, Party Secretary, Chairman and President of China Railway Signal & Communication Co., Ltd. (CRSC), together with Zhang Quan, Deputy Party Secretary and Executive Director; Li Lianqing, Member of the Party Committee, Chief Accountant and Board Secretary; and Zhang Zhihui, Member of the Party Committee, Vice President and Chief Engineer, visited the Aircraft Owners and Pilots Association of China (China AOPA). They were received by Zhang Feng, Chairman; Liu Jianping, Deputy Supervisor; Chen Guohua, Secretary-General; Ding Bangxin, Executive Secretary-General; and Jiang Mouyu, Executive Secretary-General and Chairman of AOPA Capital. The two sides discussed building a high-level, high-quality low-altitude airspace management system to support healthy industry growth.
Chairman Lou outlined CRSC’s development and recent low-altitude layout, noting that CRSC is accelerating the strategic emerging industry and building a “three businesses, one ecosystem” pattern covering low-altitude airspace management, UAV manufacturing, and service operations. Chairman Zhang Feng welcomed the CRSC delegation, introduced China AOPA’s history and low-altitude work, and highly affirmed CRSC’s role as a central SOE in building airspace management systems and enabling scaled development. He pledged to leverage China AOPA’s industry resources for deep cooperation with CRSC’s strong capabilities, technical teams, and operating experience.
Leaders from CRSC’s Strategic Emerging Industries Division and subsidiaries including urban transit, CASCO, Communications & Information Group, and CRSC Rail, as well as China AOPA business leads, attended. The two sides will seek long-term cooperation on industry collaboration and technical standards platforms, planning and evaluation services, promotion events, talent development, and a joint low-altitude industry fund—to advance scaled, safe, and high-quality growth of the low-altitude economy.
