Low-Altitude Economy Powers Many Industries — China AOPA Seminar on Low-Altitude Application Scenarios Successfully Held in Beijing

On December 28, 2024, Zhonghong Network of the National Development and Reform Commission and China Aircraft Owners and Pilots Association (China AOPA) jointly hosted the "Seminar on Expanding Low-Altitude Application Scenarios and the Xing'an League Low-Altitude Application Scenario Pilot" at China AOPA headquarters in Beijing. Amid rapid technological advances and industrial upgrading, the low-altitude economy is emerging as a new engine for economic growth and social development. Its broad application prospects and strategic importance call for in-depth research and vigorous exploration. Representatives from industry regulators, local governments, professional institutions, leading enterprises, and industry experts gathered to discuss the outlook and innovative applications of the low-altitude economy and to chart a new blueprint for its use cases.

At the outset, China AOPA Chairman Zhang Feng warmly welcomed the leaders, enterprises, and experts attending the meeting. He noted that the low-altitude economy, as a strategic emerging industry, holds enormous opportunities. Rich low-altitude application scenarios are vital to industry development. Inner Mongolia's Xing'an League offers comprehensive scenarios spanning low-altitude tourism, logistics, agriculture, and inspection. He hoped all representatives would pool wisdom to explore new opportunities for low-altitude development.

He first thanked China AOPA for helping organize the meeting, and noted that developing low-altitude application scenarios is critical to industry growth. Yu Jishun, Deputy Party Secretary and League Chief of Xing'an League, expressed sincere thanks to enterprise representatives, experts, scholars, and the organizers. He said Xing'an League remains undeveloped ground for the low-altitude economy, with comprehensive scenario applications and demand, and hoped attendees would visit Xing'an League in person to jointly build a new low-altitude economy model for Inner Mongolia and Northeast China.

Dong Zhiyi, former Deputy Administrator of the Civil Aviation Administration of China and Chief Expert on Low-Altitude Economy at the Chinese Society of Aeronautics and Astronautics, delivered a keynote address. He welcomed and affirmed Xing'an League's pioneering move to develop the low-altitude economy in Inner Mongolia. He noted that amid the low-altitude economy wave, Xing'an League faces new development opportunities, and developing application scenarios suited to local conditions is especially important. He hoped that through the exchange of ideas, the seminar would help Xing'an League's low-altitude economy bear fruit soon.

With advantages of vast land and open airspace and rich low-altitude application scenarios, the league holds important potential for a distinctive low-altitude economy.

What enterprises most need today is, first and foremost, markets — especially for new technologies, products, and solutions, where demonstrative scenarios are particularly important. China's strengths in developing the low-altitude economy include world-class research capabilities and the world's broadest scaled application scenarios. Massive scenario resources support UAVs in plant protection, logistics, security, monitoring, and inspection, and provide ample conditions for functional, cost, and efficiency testing as well as market validation of advanced UAV technologies.

Scenarios are the living cells of the low-altitude economy — capable of growth and replication — and their application generates economic benefits and commercial value. The successful hosting of this seminar built a bridge for exchange and cooperation between local governments and leading enterprises, giving rise to many cooperation intentions and innovative ideas.
