On March 25, 2026, China Aircraft Owners and Pilots Association (China AOPA) and Tianjin Ziya Economic and Technological Development Zone High-Tech Industrial Park Development Co., Ltd. (Ziya Economic Development Zone) held an exchange meeting in Beijing and signed a strategic cooperation agreement. Attending and witnessing the signing were Yang Xu, Party Branch Secretary and Chairman of Ziya Economic Development Zone; Huang Boxiong, Party Branch Committee Member and Deputy General Manager; Li Shuangyu, General Manager of Tiankai (Tianjin) Aero Power Technology Co., Ltd.; Zhang Feng, Party Branch Secretary and Chairman of China AOPA; Ji Bowen, Deputy Secretary-General; Shang Haopeng, Director of the Development Planning Department; and Tan Yi, Executive Deputy General Manager and Investment Director of AOPA Capital, among other representatives from both sides. The signing marks the start of substantive implementation of cooperation in the low-altitude economy and will inject strong momentum into high-quality development of the regional low-altitude economy industry.
At the outset, China AOPA's relevant department heads and the AOPA Capital team introduced their business activities. The sharing session covered four themes in turn: building UAV prevention and control systems and related talent training; general aviation airport layout and low-altitude industry chain development; aircraft airworthiness management and industry standards systems; and industrial finance and capital empowerment. They comprehensively shared the association's mature experience in industry resource integration, professional capacity building, and capital operations, providing solid support for collaborative development.

Ziya Economic Development Zone then presented the park's industrial foundation, location advantages, and core development positioning. As a key industrial platform in Tianjin's Jinghai District, the zone is seizing strategic opportunities in the low-altitude economy, accelerating industrial structure optimization and upgrading, and fully unlocking the potential of the low-altitude economy track — laying a solid industrial foundation for cooperation.

In the discussion session, representatives from both sides focused on practical needs and industry pain points in the low-altitude economy, held in-depth exchanges on the topics above, and further consolidated a consensus on cooperation. Witnessed by all attendees, Ziya Economic Development Zone and China AOPA formally signed the strategic cooperation agreement.
Under the agreement, the two sides will deepen cooperation in four key areas: first, deepening financial business cooperation and exploring models such as industrial funds; second, jointly advancing airworthiness testing and technical service systems; and third, collaboratively formulating industry and local standards.
Taking this strategic cooperation as a starting point, both sides aim over three to five years to build a core hub for airworthiness testing and certification in the Beijing-Tianjin-Hebei region, a demonstration base for UAV training, competitions, and science popularization, and to advance high-standard development of a smart, zero-carbon low-altitude industrial park — providing a "Jinghai solution" for China's low-altitude economy.

Going forward, both sides will closely coordinate to put cooperation items into effect, continue enhancing comprehensive low-altitude economy services, and jointly serve high-quality development of the region and the industry.
